Hello you may know me as Zegret, but I'm posting my own SUCCESFUL build I'm following, ENJOY!
Hello all, you may know my new lupin(billows) as Zegret (you may add me as friend[but note, I'm not quick to trust] or even teach some lupin to me)
I am lvl47, but I have a lvl67 arden(so I am exp alittle)
anyway, I'm gonna explain what I know and what my build is gonna be.

Only to Tier 3 though
NOTE: I'm a beginner build writer, so be nice.
And no flames please
ITS pve and PVP! Its basicly a hybrid of a arden, crits are plain amazing and dmg is high
Tier 1

Part water 3/9 (You'll use this alot, but its best suited for quick dmg)
Haste 8/8 OPTIONAL[BUT useful in pvp] (if you dont have a mount, I plan to restat since I just got one)
Meditate 8/8 (Why not? Extra dmg!

Free spirit 3/3 (always need this)
Full of love 2/9 (Extra damage never hurts)
Mist 3/9 OPTIONAL (For thicken blood,but at times can save your arse.)
Thicken blood 8/8 OPTIONAL but recommended (Not there yet, but once I/you reach here, you'll be as hard as limestone )
DIDN'T add -
Love snare - Why? Useless, unless your chasing a runner its hardly ever gonna be used either way
CloudBreaker - Why? Useless, you'd hardly ever use it. Just dont waste points on this, dmg is mediocre.

Tier 2
Scent of Dark 3/9 (Pretty good, but its usefulness comes from its crits)
Dimly Discern 8/8 (Why not, its a passive.)
Lovesickness 2/8 (Can save you from spending too much on pots, but also can kill you in pvp)
Hazy Blur 5/9 (If you got loves snare IT can be useful)
Positive reinforcement 5/9 (Although some guides say max, it can be maxed. But this build spent enough as is, so although max(since dmg/and buff has such a long recharge, I'd recommend a 5/9.)
Charge 2/3 (Some say not, some say yes, but I say yes, it is prolly the most useful in quests/pvp)
Flying petal 2/9 (I know its useless, but if you were dieing slowly and needed a high dmg comeback? Flying petals can do that high dmg, but be sure to save yourself after/or inbetween with lovesickness.)
Ancient Prayer 1/9 (Only 1, becuase that buff can be useful in pve at times and all the time in pvp.)

Tier 3
Dance of butterflies 1/9 (Havent tried it yet, but it has to be useful!)
Vanity 4/9 (Looks like a good passive, I'd say max or keep at a average rank)
Seductive brush 5/9 (Used for next buff)
Deepwater 9/9 (just get it! Tomed it resets [possibly all] buffs including fantasy)
Uncertain Emotion 8/8 (Get it, it gives alot of crit bonus!!)
Mountain song 1/9 OPTIONAL - (At times in pvp at lvl95, you need a silence, just get 1 rank and move on)

How to pve/lvl basicly you use the esper setting I'm using, set potting (hp) to 80% when to pot and 1 sec cooldown
for sp set to 60% and 10 sec cooldown.
lvl 15-30 Jadeon (mostly grind at temple of zaaras with tanis ka buff)
lvl 25-35 skysong Blood addicts and be sure to have buffs
lvl 40-55 Billows, do minnow pool, all that area!
PVP
I need info on this, but use Full of love and Dance of butterfly and part water for easy targets
For higher lvls use mist till they give up(unless your lvl50 and hes/shes lvl90, then just haste and run)
I haven't pvped yet so dont flame, anyway wish me luck
